Section 99
Election to offices of Chairman, Vice-Chairman and Councilors(1) There shall be elected for each Area Council in the Federal Capital Territory a Chairman and Vice-Chairman.
(2) There shall be a Councilor for each Electoral Ward in an Area Council of the Federal Capital Territory.
This section provides for the office of the Chairman and Vice Chairman of the Area Councils, including Councilors for Each Electoral Ward of an Area Council of the FCT.
Although the conduct of election into Area Councils by INEC is limited to the FCT, the offices for which elections are to be conducted bear similarities with Local Government elections which are governed by the electoral laws of each State. However, Area Councils and Local Governments are not the same.

section cannot be interpreted to include Local Governments.
